The Rump Congress

In 1653, Oliver Cromwell addresses the Rump Parliament,  

"YOU HAVE BEEN SAT TO LONG HERE FOR ANY GOOD YOU HAVE BEEN DOING.

DEPART, I SAY, AND LET US HAVE DONE WITH YOU.

IN THE NAME OF GOD, GO!."

The "Rump" Congress has voted to repeal the Affordable Care Act 41 times.
