Mere elections are not democracy.
There has to be a commitment to government of the people, by the people, and for the people for there to be a democracy.
Then the people vote.
It is not democracy to implement changes by fiat. It is not democracy to impose a constitution not supported by the people.
Hopefully, Egypt will leave this bad episode behind.
