I do not think President Obama has any doubt that the Republicans will reject his budget proposals. He can put anything in it; he could recommend the privatization of Social Security like George Bush did, but all it takes is those three little words "and raise taxes" for the majority of the muddlers to bray "Nay" and shake their fuzzy heads.
Everyone knows it, too.
