A Technological Drone Dog of War... Waiting For Someone To Cry "Havoc!"
There is no such thing as "limited strikes" in a society that thinks in terms of constant war and nuking various weaker countries back to the Stone Age and "standing one's ground" on very uncertain terrain.
The pressure upon the President will not decrease, rather it will intensify after the initial strike.
Once you throw red meat to the Dogs of War, they want more.
Simple as that.
